There is a way to lock the Rola Roof Mounted Cargo Basket, part 59504 (DISCONTINUED), to your Chevrolet Suburban, but part 59504 does not have integrated locks.
What you can do is use Thule # TH538XT cable lock to lock the Rola Roof Rack to your Suburban to prevent theft. To do this you would just run the lock through the Rola Roof Rack and the cross bars on your Chevrolet Suburban.
Rola does not offer any locking mechanisms at this time to prevent the basket from being stolen.

I have a solution for you, but there are no crossbars that are designed to mount to the frame of the Rhino-Rack Xtray Roof Mounted Steel Cargo Basket # RMCB02 or # RMCB. Thule offers no feet designed to mount to a roof basket and I cannot recommend you use the Rapid Crossroad feet to secure a roof rack to the top of the Xtray.

With the extension added the basket measures 69 inches long. If you think you will use the extension piece at some point on the vehicle then this is definitely the way to go, since it gives you the option of going with either the longer or shorter cargo basket.
